MM 4.0 with Exchange 2003 unable to add mailboxes

When I go into active directory and click on the Modular Messaging tab it says I have no available licenses. I have not add any mailboxes period and I have 120 available.

Any ideas?

it is a known Avaya issue that they will need to get you a new license file to fix.
