MM 3.1 users getting double email notification

we have users for some reason gettting double noification
using SMTP format ( at least its working : )


the subscribers are set to

notify me - automatic notification ( checked off )

automatic notify me rule ( checked off )

SMTP:jdoe.@mycompany.com

no schedules have been set for rule

should I only be choosing one option above - little foggy
