MLA Reports (Multi Level Admin)

I am looking to see who made changes and when in CCM. I was told to look in the Pub's Ciscowebs\MLA\Logs folder and I noticed that it has not been logging anything since May 2005. Is there a way to start this up again? How do you think it was turned off?
