Problem resolved.

I had installed SCO Maintenance Pack 5
this release installed a version of CUPS. This made the rlp unusable. Any printers previously configured worked but woul not allow any new ones. In addition a mkdev no longer showed rlp as an option. Removing JUST the CUPS portion with "custom" MAGICALY put everything back in place and all works like it should.

Thank You for all who assisted with suggestions.

you can also flip it back and forth by changing the print_system line in /etc/default/lpd

it can be either CUPS or SYSV
