Per the hotels brand standards, house phones are forbidden from calling room phones and vice versa. If someone using a house phone wishes to call a room phone, they must call the front desk and be transferred by the operator. I have assigned the following Interconnect Numbers to groups.

Interconnect 1 - Admin or staff phones
Interconnect 2 - Guest Rooms
Interconnect 3 - House Phones
Interconnect 4 - Voice Mail

The trouble is a house extension cannot cannot be transferred to a guest room extension from the 5540 IP console.

Getting normal busy signal when transferring a house phone to a guest extension.

I don’t remember how I did that in the past. Look for some way to over ride interconnect restriction, maybe a feature access code before dialing the other guest extension.

Description

In a hotel environment, Interconnect Restrictions prevent some telephones from dialing various internal numbers. When the Interconnect Restriction Override on Transfer option is set to "Yes", interconnect restrictions are removed when a transfer is initiated by any device.

I never know when to give a star. I've been working on Mitel systems (mostly SX200 ICPs) for the past 4 years. There's always something new to learn. There's so much knowledge on this site. I create a post and think this is an easy one for these guys on here. Turns out it, that may not be the case. I will do better with the stars. You're all fantastic in my book!
