Mitel SX2000 E1 trunks busying out and congesting

Have a Mitel SX2000 light offshore with E1 link to another offshore Mitel which provides 12 onward E & M trunks to shore.The problems start around 7.30 pm when the tv soap finishes and crew decide to phone home to discuss episode with spouses etc.Sad I know but the problems start when all 12 onward trunks on the other SX2000 are in use. Our exchange hunts for a vacant trunk and leaves a trail of busied trunks behind as it goes, resulting in all the 30 trunks falsely busy so that other inter-exchange calls are not possible.They will eventually un-busy without intervention.
(Actually the set up is a bit more elaborate as we have a network with another SX2000 and EI link across to the shore trunk hosting exchange but I don't want to complicate matters too much. The bottom line is that all 60 trunks become falsely busy.)If I test a circuit on an E1 trunk it seems to clear down straight away ok so don't know why it seems to take longer for the circuit to clear down in the congested situation. I'd be grateful for any suggestions on what might clear this.
 
Sorry, I should have posted this under Mitel but it would be interesting to know if it happens elsewhere.
