Mitel SX-2000 one phone won't dial out. gives busy signal

We have one line that when we dial 9 to get an outside line we hear dial tone, but when we dial the number we just get a busy tone, no matter what number we try.

I have looked at the Station Service Assignment. I set Class of service, AND class of restriction to all 1 and still can't dial out.
 
look at the cos and cor of a working set. cor 1 could have been restricted.
interconnect restriction, tenanting.
if you create a speed dial to an external number without overriding toll control does that work?
 
when I look at COS and COR of a multiline set they are set to all 3. the line I'm working with however is a single line set. I did try setting them to 3 with no luck... does it matter if the working one is a multiline to copy from?
 
if the COS & COR of a working set is the same as the set that cannot call out, then neither are the issue.
have you checked the sets interconnect and tenant settings?
can you call internally?
 
I think I figured it out. lol I feel a bit dumb. So when I was doing my test calls I was using a cordless... by accident at one point I grabbed the wired base (same line, the cordless connects to the wired unit). and it worked just fine. tried the cordless again, no luck. turns out, I was entering the number, and pressing the send button, but the phone dialed so fast the system missed the 9 to get the outside line. Press the "send" button first, dial the number and it works fine. lol
