Mitel Connection To A CO Trunk

I have a MITEL 3300 PBX running 8.x. I am trying to connect to a T1 through a loopstart connection. There is an Avaya 8600 G350 on the other side. When the Avaya reads the bits passed by the MITEL they are what the Avaya is expecting (00,01,11). Also the bits seem to change once in a while. I have search and can't find any known issues, any help would be appreciated. I have to use a CO trunk I can't use an E&M. We did test an E&M just for kicks and but I have to use a CO.
