Mitel Connected to Avaya CS1K via QSIG trunks and not passing dtmf after connecting to paging

I have an avaya cs1000 with a valcom paging system and a mitel system connected up via qsig to the cs1000. I can dial the access ode and get the paging trunk but cannot dial the zone. This is cross posted to see if any mitel guys had run into this.
