Mitel 5505 Keys not dial

Hi
Ive program an extension on the key 5505. and it's working

but If I tried to program external destination
9 and outside number that which is not working
extensions have the right COS- COR

Also, I tried to program the external number (9+number) in speed call number with override toll restriction
and assing the speed call number as I Key CDE speed call
but don't work.

I can dial the same external number using the dial pad
