I recently added a second PRI to an existing trunk group of pri channels.
So currently trunk group 92001 has 46 channels.
The customer is stating that they can only access 23 channels.
Is there some other setting that needs to be done to allow access to all 46 channels for outbound?

You used all the same programming as the original? Such as COS, COR etc? You have a license for the second digital link ( although without it I would assume you can't add the second PRI )?
The central office have everything turned up? You have a D channel for the second link?

The single biggest problem with communications is the illusion that it has taken place.

I think you are mistaken. You seem to be talking about a 3300 when you reference COR.
Everything else is yes. I can dial out on the second PRI using a separate trunk group. But when I put all channels in one trunk group it only picks from the 1st trunk group.
