Mitel 470 SIP phones

I have a Mitel 400 using Analog and SIP phones. When I make calls to 911 on the SIP phones the 911 operator can not hear me. Two way speech path works on the Analog phones. I'm using a PRI. Any suggestions on what the problem could be. Could the 911 system not be receiving the proper CLID?
 
I'm curious about any and all posts concerning the 400 as I'm new to the system and have already have several installs schedule in my pipeline. So, you're only experiencing 1 way audio on the SIP phones when only calling 911? You are not experiencing the same issue when calling an analog or another SIP phone internally? What about when you place a local phone call from a SIP phone? No SIP trunks involved; only a PRI. I don't know much but my first guess would be to take a look at your switch and gateway. Do you have IP routing enabled on your gateway?

Please provide as many details as possible. What's the make and model of your SIP phones, switch and gateway? New install or did this just begin to happen?
