Missing the 'new shortcut' tab from folder options

Hi folks,
When I click on the 'C' drive and right mouse click into the blank area i should get a box opening which states among the following
'View'
'Arrange Icons'
'New'
etc
these allow me to drill down to other options. However the option to select the 'New' is not there. Is there any way of locating it?
