Missing temporary internet files folder

Someone ran a program on our Terminal Server that removed temporary internet files folder, can it be recovered?
 
Was it deleted then, you will need a backup
Does it exist here C:\Documents and Settings\%username%\Local Settings\Temporary Internet Files

Let me clarify, if I physically type the path for each user C:\Documents and Settings\user\Local Settings\temporary internet files it will display what is in the folder. When I scan the server with malwarebytes it shows those folders being scanned, so my question is how do I make it show again? I am guessing but it might be a reg tweak needed.
 
In Explorer, Tools> Folder Options> View > Show Hidden Files and Folders.

Thanks but that isn't it as I am the admin I have already do that. I know someone ran a web based program to try to cover their web track a while ago.
 
Sounds like a root kit to hide the folders. Suggest you change permissions on the user accounts as they shouldn't be able to run apps other than ones you specify.

Any idea what they ran?
