Missing System.mdw file in Runtime version

Please Help,

When generating a runtime version of my database using Office 97 Developer Edition Tools and then download on to a computer without msaccess, I get cnnot find system.mdw file
Can anyone help how to solve this.

Direct the system to use your own system.mdw file by changing the registry setting.

4.0 (for office/access 2000)
Engines
SystemDB

The value in SystemDB is the workgroup file used by MS Access. If can place any valid (or invalid value) in this setting.
