Missing shortcut icons in desktop after PC freezed

One of my user has PC running windows 2000 professional. The machine freezed. After we re-booted the PC, all shortcuts that the user created were not reflected in the desktop. It only shows the default icons (like my computer, my docu, net places...)

Can anyone tell me what causes this problem. Also on how to bring back the missing shortcuts aside from creating them manually again.
