missing msdatobj.dll

I inherited this older access 2000/2002 project here at work, and one portion will not run, it is missing the data object wizard (C:\Program Files\Microsoft Visual Studio\VB98\Wizards\msdatobj.dll). I downloaded the file but cannot register it with regsvr32, nor can i force it in the visual basic editor references section. I also installed all of the runtime packages from VB3 to VB6, and this file never gets created.

Question is... where does this file come from? The only VB I have installed is VB2005 Express, but i do have access to VB2003.
