Missing LSPs

I have a PC with a strange (to me anyway) problem, NetBIOS over TCP has gone missing. When I check the installed protocols using msinfo32 there are only four entries listed,
LSP: MSAFD Tcpip [TCP/IP]
LSP: MSAFD Tcpip [UDP/IP]
LSP: RSVP UDP Service Provider
LSP: RSVP TCP Service Provider
There are no MSAFD NetBIOS entries, so Internet Explorer doesn't work. I've tried deleting the winsock & winsock2 entries from the registry and reinstalling tCP-IP from windows\inf, I've tried netsh winsock reset and netsh winsock reset catalog, I've reinstalled xP Pro from within windows as an upgrade and also by booting from cD and doing a repair installation, i've tried SFC and even Norton windoctor all with no success. Any more ideas,

I assume this is XP with service pack 2 from your description of the repair steps.

Is, in the Advanced properties sheet --WINS tab, Netbios over TCP/IP enabled?
 
Yes, SP2 is installed and NetBIOS over TCP-IP enabled, also the NetbIOS and NetBT entries in the registry appear to be correct (they match a similar machine).
