Missing libpam.1.0.dylib so apache won't start

I'm running the standard install of apache that comes on Mac OS X. I tried to restart apache using 'sudo apachectl graceful' and I get this error:

dyld: /usr/sbin/httpd can't open library: /usr/lib/libpam.1.0.dylib (No such file or directory, errno = 2)

I checked out /usr/lib and sure enough it's not there. I searched and searched but couldn't find it anywhere.

Does anybody know where I can find this file?
