Missing GAL entries

We are using Exchange 2003 with around 200 users on the domain over 3 buildings. There are 3 servers for DC and three exchange ones.

I created an account 10 days ago who appears in some users GAL's but not in others. In the ones that cannot see the user - if you go into out look addresses and select all users, the user appears but not in the GAL.

Any ideas guys?
 
Usually an issues with the Outlook client being configured in cached mode. From outlook run Send/Receive, see if that resolves your issue.
If you don't have clients that have a requirment to work off-line, I would not set up the mail profile in cached mode.
 
Another thing... It is the Display name that shows up in the GAL. In ADUC make sure the name of the new user is entered in the "Display Name" of the users properties.
