missing export file error

Starting BE 2.0b in Windows 95b brings up error: "uiserve.dll is linked to missing export file citwbase.dll" I replaced both files. I uninstalled any backup program I could find on the hard drive. I reinstalled BE. Same error. Is this in the Registry?
