Missing data - Linking issue?

I have two tables, one of employees and one of notes-for-employees. I need to list ALL the employees and their notes. However, the employees without notes are missing. I tried equal, left and right join, with no success
 
Sort by date Sort by votes
In Crystal 8.5, employees with a left-outer link to notes-for-employees ought to work.

Failing this, do notes-for-employees as a subreport.
