MIssing Button Labels

I have Photoshope Elements 3.0 installed on a Window XP machine. When I run the program, the buttons within the application do not display their label text. Most of the buttons have tool tips which will show when I mouse-over the buttons, but the button labels will not show. I just installed DirectX 9 on the PC, but that did not resolve the problem. Any other ideas as to what may be the problem? I tried contacting Adobe support, but they just told me the buttons don't have labels, yet the pictures of the app that appear during program startup show the buttons with labels.
 
Not sure what you mean by labels?
Are you talking about flyouts? When you press some of the buttons on the toolbar ( the ones with the little black triangles in the right hand bottom corner) you get a set of other related tool options to choose from on a flyout.
 
No, I'm talking about the text on buttons, such as Open, Save, Cancel, etc. All I get is gray, unlabeled buttons. The buttons are sensitive, I get the tool tips, or can usually figure out what they are by their placement following Windows standards, but it is an annoyance.
