Missing a delimitor when importing tables into PSQL 9.1/Windows

When we import tables they start with field #1 in PSQL. Our vendor (Mediware) started the file at field #0. So when we look at the data, fields and characters cross into the next field. Does anyone have a solution?

What are you using to import the data?
Also, what are you using to get the data into the format to import?
