MIPCD problem on cell phone

I have an MIPCD user who has his cell phone as a follow me number.

When he has incoming calls, sometimes the "1" and "2" keys work, and sometimes they don't. It's as if the tone when he presses 1 or 2 from his cell phone are not getting recognized.

Any ideas on how to correct this?

TIA

Normally DTMF for cell phones (at least on the CDMA network) are generated by the MTSO switch, not the 'handset', so they're usually very reliable. Make sure that the user is not using a cell-to-landline adaptor (like the Cellsocket), as touchtones through those won't work most of the time. Does the MIPCD have it's own tone receivers?
