Hi

Anyone know what the minimum rights to change Environment variables on a XP machine is? I do not want to give admin rights if possible...

A user doesn't need any elevated rights to change an environment variable in the user variables area.

If you want to grant privilege to change a system variable, you can grant modify privilege to the HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Session Manager\Environment hive in the registry through a GPO.
