minimum permissions needed

Hi can someone tell me the minimum user permissions need to execute a file.

Here is the situtation. I have a 2k terminal server and users are logging into it. THey access a share and run a vb program written by the company. The vb program has a dll that needs to be loaded/unloaded for the program to work and we are trying to get the bare minimum rights and permissions needed for this program to work.

I tried allowing loading and unloading of device drivers in the GPO but that doesn't seem to work.

Any help or directions where to look for help would be greatly appreciated.
 
in the folder, the minimum permissions are Read and Execute (NTFS). A+, MCP, CCNA
