Minimum configuration of Crystal Reports for customers

We are using Crystal Report 8.5 for creation of reports.
We have a lot of Users(customers).
Overwhelming majority of users want have a chance to do to change model of report on one's own,
at that - minor modification (for example - to move the field). Is there any minimum configuration of Crystal Reports for these purposes exists?
 
What does minimum configuration mean? That you want them to only be able to change certain types of things? How will you define which changes are allowed?

We generally set reports to read only, and then they can open them and change them any way they'd like under a different name.

To alter a report, they will need Crystal Reports itself, or you might use the Report Creation API to expose some types of changes, but this would be costly and difficult to implement.
