I may be missing something here help please

I have a bunch of tasks that i know some of which will be late, they cannot be worked on simultaneously, so i created a resource and assigned it on each of the tasks.

Each task has a different duration and deadline.

When leveling, it places most of them so they are completed after deadline, with the exception of a couple of the longer tasks.

Is there a way to level the tasks to minimize the number of late tasks? (Probably by pushing the smaller duration tasks ahead of the larger ones)

The resource leveling command is not designed to minimize "late" tasks. When you leveled, did you select the option "delay only within available slack"? You can fine tune which tasks get delayed by using the priority field and then leveling with the option "Priority, Standard" for a leveling order.
