minimal deployment package for RS reports

From what I gathered during Cognos fasttrack there should at least exist a suitable Framework package on a C8 server to be able to run Report Studio reports.
However, I witnessed a collection of RS reports deployed to a client server and its contents is one big xml file (along with 2 small files) How does this work. Is everything stored within the xml's of the reports?
