MIIS with Exchange migration

We currently have three AD forests. We are running Exchange 5.5 in one forest and Exchange 2003 in another forest. I am wondering if we can us MIIS to synch user account from the two forests into the one. The sync would require password synchronization and would have to add us in an exchange migration.
How could I use MIIS to help me with the Exchange migration?
Any help would be appreciated.

Are you trying to Migrate user accounts from Exchange 5.5 to Exchange 2003, you can use EMW(Exchange migration wizard), btw wht is MIIS
