I have a BCM 200 Ver 4.0 and I am migrating my key codes to a BCM 400 4.0. Can I backup the BCM 200 and restore to BCM 400

no because the keycodes are for the msc card but you might be able to transfer them on to the new sys id

You can backup the config and restore it. Just don't restore the licensing option as your system ID will be different.
