I will buy a new server, I want to migrate to this new server keeping windows 2003 server. is there any document which explain how to copy all configurations and parameters like active directory, GPO ..
 
If I am understanding you correctly, You currently have a server running Window2003 and Active Directory, GPO, and DNS lives there as well? You bought a new server and want to migrate your old server to your new server.

1. Install Win2k3 on your new server.
2. Run DCPROMO and make it a DC. Your active directory will be replicated to the new Server.
3. Install DNS
4. Configure New Server as a global catalog.
5. You might want to transfer FSMO Roles, If transfer fails you may have to Seize the roles.
You should be good to go...

Once you have completed adding your second DC to your domain, I would suggest keeping your original server online. You should have at least two domain controllers for redundancy.
