Migration WMSDE SQL 2000

Is there a utility or process of migrating user security/permissions from a Windows Sharepoint Services site WMSDE to SQL Server on a different server?
I used smigrate to backup and restore the database and user security did not transfer.

Hello,

SMIGRATE does not backup and restore the user security/permissions in sharepoint, for that you would have to use the STSADM tool.

Check the Windows SharePoint Services Administrator Guide, which list the different commands and operations you can use with STSADM.

It doesn't appear as though stsadm will work in our senario. Going from WMSDE to SQL server on a new box. Any ideas?
