I have a BES for GW server that I wish to move to new more robust hardware. Our BB rep said we need to buy a toolkit to do this. Sounds like crapola - I won't run services concurrently. Do I really need to buy the kit?

Moving to new hardware, but not running both servers at same time, is known as a "knife-edge cutover". Shouldn't need a migration kit of any kind. Check BB docs and KB for your platform and version.
