We have 2 Mstr environments which are physically disjoint(no network link).I am developing a report in one. How can I send the report to work in the new environment?

I can not exchange metadata repository dump everytime I do something.Thus this solution will not work.

I know there are tools which conform to XML stds. where I can import/export through XML.Can I do similar things in Microstrategy?

You can do it in scheduled dumps /syncronizations every night. Have your DBA to do it. They can schedule an export to tape then import. Then you know the changes you made will be in the other environment at some point. You can also have the import going to a different schema/database but on the same network, then you can use the OM. You have many options to workaround this.
