Migrating Users and Groups within a Workgroup

Hey all, sorry if this is a repost or in the wrong forum. I work for an ISP and we currently host virtual domains on an NT server. We are ugrading the server, and I am having problems migrating the users and groups from one Server to the other. There is no domain, the box strictly exists in its own workgroup. How can I transfer users and groups from one server to the other? Both boxes are running Windows 2000 Advanced Server (Although later i will be replacing an old NT4 box with a new Win2000 Advanced Server box). Let me know if you need more info, its been a long day and this post may need to be edited later for clarity, haha.
