Migrating Public Folders from Exchange 2003 to Exchange 2010

Hi,

I've recently upgraded to Exchange 2010. I added 2010 to my existing Exchange org (2003) and began moving all mailboxes etc. to the new servers. I've now gotten to a stage where everything is moved except for the Public Folders. I've been following this article from Microsoft:


As soon as I get to moving the Public Folders I hit a problem. Replication is working fine for almost all of the Public Folders and I can see in the Public Folder Instances that most of the entries have gone down to "0" but there's a few folders that I just can't move e.g. controls, exchangeV1, img

When I do a "move all replicas" from Exchange System Manager I get the following error in the Application Log:

Administrator@company.com failed an operation on folder /O=COMPANY/OU=FIRST ADMINISTRATIVE GROUP/CN=RECIPIENTS/CN=SYSTEM CONFIGURATIONE2828B6C4B1B58D5F2C4A49AF8578D81FF0000 on database "First Storage Group\Public Folder Store (MAIL01)" because the user did not have the following access rights:

'Delete' 'Read Property' 'Write Property' 'Create Message' 'View Item' 'Create Subfolder' 'Write Security Descriptor' 'Write Owner' 'Read Security Descriptor' 'Contact'

I've tried running the Replication as several different Enterprise Admin accounts and confirmed that they have full control but the problem persists. Any ideas on how I could force these last few Public Folders across so I can finally decommission Exchange 2003?
