Migrating large amount of data to SharePoint 2010

Hi,
We have a large amount of data (0.5 terabyte) which is on our file server (documents and folders) now we want to move it to SharePoint 2010. I need some recomendations regarding number of Web Applications and Site Collections. what is best. these documents belongs to 4 diffenent departements and it will grow in future. So will be best to have 4 web applications or one web application and 4 or 5 site collections?? thanks for your advice.
 
one web app
create 4+ content databases on the web app.
then create a site collection for each department.

no need to create a web app for each department.

--remember this, sh*t in = sh*t out--

just because you are dropping your documents in SharePoint, it's not going to magically solve any issues you are having. a good, clean, organized migration is the key to fully utilizing SharePoint.
