Migrating Excel tool bar settings to Excel 2003

In office 2000 there is the Excel.xlb file which has the toolbar settings. What I want to do is import Excel 2000 toolbar settings into a Excel 2003 installation. I can't find any *.xlb files on a Office 2003 installation. Is there anyway I can migrate a Excel 2000 xlb file into a Office 2003 installation ?

Excel does not create the xlb file until you customize Excel with toolbars etc.

It is probably OK to bring it into XL03, you can always delete it right?
