OK, I got a new box and wanting to put SBS 2003 on it. I currently have Server 2000 as a DC and File Server. As I understand SBS 2003 wants/needs to be the DC.

Is it possible to connect the SBS 2003 as a Backup Domain Controller(BDC) then Promote it?

I don't really want to have to recreate my domain. Whats the best process to transfer Settings and AD to the new server if you can't promote to DC?

Active Directory Migration Tool (ADMT) A tool used to simplify the process of moving users, groups, and computers from one Active Directory™ directory service domain to another or of migrating from Windows 2000 Server domains to Active Directory domains.

If I have to use ADMT - what's the best way to make this happen smoothly?

Honestly your easiest solution is to start from scratch with the 2003 to ensure it runs smoothly for you.

Manually recreate the users using the SBS 2003 User creation Wizard to ensure the IDs are setup the way SBS likes. With SBS you can have disasterous results if you try to bypass the wizards. If you have exchange on the old server you can use ExMerge to export the mailboxes and import into SBS.

Use RoboCopy to move all of your data by mapping a drive from the old server to the new server.

You will then need to connect each PC manually using
If you wish to preserve the user profiles, you will first need to convert them to a local profile, SBS will then imort that profile into an SBS profile.

I hope you find this post helpful.
