migrate from 3.12 to 4.11

Yea it is posible, but you may have a hard time with the migration wizard version 6 that you can download from the web. Look on your NW 4.11 CD and see if you can find an upgrade wizard there that can handle the migration for you.
The issue you are having seems to be pointing at user rights. Are you loggin into your destination tree as admin and does this admin user have full rights to the root of the tree?
You can also just do an inplace upgrade to 4.11 then do a hardware upgrade to get to your new hardware if wanted.
