Mifwin.exe from BORK 4.5

I am trying to use the MIF Entry tool, mifwin.exe, that is used to produce noidmif files. There is a default form, uinfo.xnf, in the same folder as the mifwin.exe. However, when I double click on mifwin.exe, I get a "There are no forms available" message. If I create a form with mifgen.exe, I get the same message. Does anyone know what I'm doing wrong?
