Middle Frame is not where it shoule be

I like this layout a lot.
I tried to do the same but it does not work.

The site I want to make will be in php.

what happens is the page gets divided into 2 sections.
The Top frame ,Left frame ,Bottom Frame are there
But the Middle Frame is not where it shoule be.
It is moves to the bottom of the page
How can I fix this.
