MICS PRI 6.1 that will let calls ring in but I can't call out.

I am a pretty seasoned Nortel tech but i am a bit stumpped. This is a 16 channel PRI. Should i have to deprovision 17 thru 23 for it to hit a channel? When I dial a 9 it primes to the pri as it should, I can then dial the entire number and then it gives me a busy. At&T says they can see me priming to channel 23 and thats why it wont dial.So what do I do since it is only a 16 channel PRI?

Yes, deprovision all the unused channels.

Take a look at your ascending/descending, too. Could be collisions?
