MICS F983 not working but F981 does and same with replacement VM?

Customer has a Modular ICS with a Call Pilot 100 VM. VM is answering calls and taking messages fine and allowing user access with F981 but F983 says "inactive feature" and we can not get into programming. Tried rebooting everything several times and resetting feature codes. Decided Call Pilot must be going bad. Brought out Flash VM and when connected it is doing the exact same thing. F981 works fine but F983 says "inactive feature". Anyone every seen such or have any ideas?

The code was changed to something else, do F9*1 to see the codes.

The codes will change usually when vmails swapped or added over time.

You can remove all the F9X codes via F**XFTEST then reboot the CP and codes will be reassigned.
