MICS CALL RESTRICTION

I have a MICS system with a PRI. The users can not dial 911 or 9911 or 9 plus 0 (operator). I have checked the filters etc. and I can not
find anything that would be causing this. When a user tries to dial these numbers the phone beeps and the display says restricted. Any help
on what would be causing this or where to look would be greatly appreciated.

If it says restricted look in your restrictions filters for sets and lines.
