MICS 6.1 with CP won't recognize known extensions as existing

Trying to figure out if this is CP or Nortel?

Call in now and you get message and no way to get to a valid extension. Example dial 221 no valid extension Then we played with it to find that if we dial "0221" we get the reception phone. Worked fine forever...then this.

Is it that it changed to 4 digit dialing without notice?
