MICS 3.0 2nd call on target line getting busy

Got a Norstar MICS 3.0 with a T-1 DID's. Problem is this: When I receive a call on target line 148 that is assigned as ring only on two stations, (each station has 4 intercom buttons) a second call to the DID of the target line gets a busy instead of ringing either phone. Neither phone is set to forward on busy. I can see the DID trunk activate (I assigned appear only to a set so I could see calls coming in) but get a busy from the norstar. I cannot seem to get the second call to ring on this at all.

Any ideas on what I may have missed or is this a restriction of this software? I have done this with a mics 4.1 software so I was expecting this to work here.

Check the "if busy" setting on the target line. I'm willing to bet you have it set to "busy tone" instead of "to prime."
 
sorry for delay in returning post.

the MICS 3.0 does not have an "if busy" option in the target lines. I have no idea why I don't have that option.

Jerry, what is your Prime Set for the line?, and for the Trunk?

trunk (01-10 DID)is none and target line is 203

re-phrase that, target line 203 has set 203 as prime set.
