Microsoft Windows Password Complexity

Hello. Just made a Windows 2003 server a Domain Controller with Active Directoy. I've set both the OU and DC's policy's password complexity to disable and it still won't allow me to type in passwords that doesn't meet the standard Microsoft complexity. I must be missing a step. Does anyone know a solution?
 
The Group Policy that takes care of password policy is the "default domain password policy" witch is at the root of your AD structure. This is the only place password policies can be applied in a domain.
 
Be sure to run gpupdate at a command promt after you make the change or it won't take place immediately.
 

And for the record, there is no way to exclude anyone from these short of the 'password never expires' checkbox.
